The U.S. Department of Energy (DOE) established a network of Technical Assistance Partnerships (TAPs) to provide manufacturers with access to regional and technical expertise across the country to increase the adoption of clean energy, promote economic growth, and reduce emissions. The Onsite Energy Technical Assistance Partnerships (TAPs) provide direct technical assistance to industrial facilities and other large energy users with identifying and implementing technology options for achieving site-specific energy objectives.
Houston Advanced Research Center (HARC) serves as the TAP for the Southcentral region (Arkansas, Louisiana, New Mexico, Oklahoma, and Texas). It brings specialized, regional knowledge to advise on economic, environmental, regulatory, and other issues impacting the adoption of onsite clean energy technologies. The TAPs were selected through a competitive DOE funding opportunity.
ClimeCo is honored to partner with HARC to support the DOE in establishing Technical Assistance Partnerships in the Southcentral region. ClimeCo will help the TAPs engage large energy users and educate them about opportunities for transitioning to clean energy.

The program covers a wide array of onsite energy technologies, including:
- Battery storage
- Combined heat and power
- District energy
- Fuel cells
- Geothermal
- Industrial heat pumps
- Renewable fuels
- Solar photovoltaics
- Solar thermal
- Thermal storage
- Waste heat to power
- Wind power
Regional Expertise and Support
DOE has established a network of 10 regional TAPs covering all 50 states, Guam, Puerto Rico, and the U.S. Virgin Islands. These partnerships bring together regional and technical expertise to offer tailored assistance to facilities nationwide.
Three-Pronged Approach
The TAPs will provide support through three main service areas:
- Technical Assistance: Evaluating sites for onsite energy opportunities and guiding projects from initial screening to installation and operation.
- End-User Engagement: Collaborating with industrial and large energy users to promote onsite energy as a cost-effective clean energy solution.
- Stakeholder Engagement: Working with utilities, policymakers, and other key stakeholders to identify and address barriers to onsite energy adoption.
Expert Backing
To ensure high-quality support, the TAPs are backed by three DOE national laboratories: the National Renewable Energy Laboratory, Oak Ridge National Laboratory, and Pacific Northwest National Laboratory.
Looking Ahead
The Onsite Energy TAPs program represents a significant expansion of DOE’s previous efforts in this area, such as the Combined Heat and Power Technical Assistance Partnerships. This new initiative reflects the department’s commitment to supporting the industrial sector’s transition to clean energy while promoting economic growth and reducing emissions.
